Why is the USA so focused on ODI status? T20 is the way into the hearts and minds of Americans.
Ok, so you flood the country with overseas talent to get us to ODI status. What next?
We get to an ODI World Cup? Unlikely, but ok cool.

You’ll be asking Americans who have no investment in the sport to support players they don’t know and have zero connection with, zero.
We host an ODI World Cup? With what infrastructure?
There are benefits to having overseas talent around the *US domestic* scene. They can help shape and mold players, prepare them for on/off field stuff that very few in the country have the background to do, and generally raise the quality of the domestic game.
But those are all things in support of organic domestic growth for cricket in the USA.
So we’re left with a bunch of past-their-prime (still very good) players playing against top-level teams while Americans sit in the pavilion, quite literally. Or worse they don’t even get to the pavilion.
