PSU, by far, had the highest positivity for any university with surveillance testing in the Big Ten. Despite OSU finishing with more cases, their more rigorous testing scheme yielded 2.1% positivity, while PSU ended with 5.5%.
PSU also had a pretty average number of tests (89,000) administered -- sixth-most in the B10, falling just behind Michigan (which ended classes several weeks earlier!). OSU administered 262,000, Illinois administered 900k+.
Penn State did finish second in most cases (4,917) in the Big Ten after OSU (5,330) saw significant growth in the last week of classes. For most of the semester, PSU had the most identified cases for any US university outside of the Deep South.
