..of Punjab’s river water was diverted to non-riparian states of Haryana and Rajasthan through the Gandhi Canal and SYL Canal respectively. Before 1966, Punjab which includes Haryana had riparian rights over Ravi, Beas, Satluj and Jamuna.

At the moment, Haryana gets waters from Jamuna but also from the three rivers of Punjab despite of the fact that it is non riparian to the three rivers of Punjab whereas Punjab does not get any water from Jamuna, because it is non riparian to that river.

Lieutenant General Harwant Singh writes, “If the present distribution of waters is accepted, then 9 lakh acres of land in Punjab will become barren and 1.5 million families rendered destitute. The water table in Punjab has been falling at an alarming rate and if this..

These events led to the Andhapur Sahib Resolution at the 18th All India Akali Conference of Shiromani Akali Dal at Ludhiana on 28–29 October 1978. The resolution included both religious and political issues. It asked for recognising Sikhism as a religion separate from Hinduism.
The @WSJ wrote about the nature of demands in Andhapur Sahib Resolution:

"The Akali Dal is in the hands of moderate and sensible leadership...but giving anyone a fair share of power is unthinkable politics of Mrs. Gandhi [the then Prime Minister of India..
...Many Hindus in Punjab privately concede that there isn't much wrong with these demands. But every time the ball goes to the Congress court, it is kicked out one way or another because Mrs. Gandhi considers it a good electoral calculation."
This lead to the carnage of 1984 when Indian forces attacked the Golden Temple and 37 Gurdwaras. They took young boys who were 8 to 13 years old outside and asked them if they supported Khalistan. When the young boys responded "Bole So Nihal", they were killed.
The never ending repression of minorities continued. Inderjeet Singh Jaijee writes in his book 'The Politics of Genocide' that over 250,000 Sikhs have been killed since 1984 as per the figures compiled by the Punjab State Magistry and human rights groups https://twitter.com/tequieremos/status/1201930333479997443?s=19
