One form of genocide in FOUR steps:

Step 1. Economically/politically/socially disenfranchise the men.(kill the buffalo, create labor unions, take the trades out of their schools)

Step two. Economically politically socially neuter the women while passing it off as helping/empowering them.

Step three step in with a solution to step 1 which is actually cover for you for the big fat kill

Step four boom your population with both your women and the women of the genocided people as a spoil of war.
