Because Ireland's low tax model, which really kicked off 30 years ago, was never strategic. Instead it was merely a byproduct of lobbying by mostly American corporates who strong armed Ireland into doing what was in their interests.
There are no grandiose Irish government strategy documents outlining our ambitious plan to transform Ireland by cutting side deals which gifted companies actual tax rates of less than 1% on profits

The real winners are not the people of Ireland, but instead a tiny cabal of professional services firms and a few hangers on. This is reflected most starkly in the fact that we've never been able to create broad based wealth through market income
