There's a story about this in FUTURE VALUE, but re-upping:

Non-tendering a player not eligible for arbitration may seem odd, but it's the only way to get a player off the 40-man roster without sending them through waivers.

Often means they'll re-sign MILB deal w/bigger salary.
The team is scared the player may have been claimed (at basic/low salary), but both sides benefit:

- player pauses burning up options/waiver hell
- player makes more in salary
- team saves 40-man spot

Both sides had exclusive negotiation window until today to work out terms.
Royals did it four times yesterday with SS Jeison Guzman, LHP Foster Griffin, RHP Carlos Sanabria, and SS Erick Mejia. Giants did it with RHP Melvin Adon. I may have missed others. I don't know for sure they will re-sign for bigger salaries, but that's how it usually plays out.
Lastly, the story in FUTURE VALUE is about a team doing this years ago, having a deal worked out with a player, but a team called the player/agent between the non-tender & signing the new deal, offered better terms & "stole" the player. All within the rules, still rarely happens.
