Good, because Phillips has just the right product to do both.
Unfortunately it's a little expensive. Luckily, after repairing six of these devices for friends, there seem to be two common failure modes that are easy to repair! [THREAD]
To open this device, you need a flat screwdriver. There are no screws, but it requires some force to snap open the case.

Warning: This device contains a big 400V capacitor. Make sure to discharge it safely.
Failure mode #1 is dead batteries.
3 out of 6 devices had this problem.
After long storage, the device neither turns on nor charges. Replacing the 18650 does the trick. They are connected in series, so you can harvest a pre-spotwelded assembly like this from old laptop batteries.
Failure mode #2 is broken interlock.
The device has a total of four microswitches to make sure you press it against skin, and don't stare into the flash.
So if the device turns on, but doesn't indicated it's ready to fire, it's likely this problem.
They are all connected in series, and you can use a continuety tester to identify the faulty part. Luckily there is a very simple fix to this problem.
Yes it has a fan.
That's it. I never encountered a device that wasn't fixable within 10min.

And even if some circuit was damaged:
This device does not contain a microcontroller.
I kid you not. It's all discrete.
Replace the couple 555 and logic gates and it's likely to work again :D
Unfortunately this doesn't work for everyone, the effectiveness depends on skin and hair color.
