There's a grim predictability to the aftermath of refinery/chemical accidents: there's smoke and terrible odors. Residents get sick. Fed and state officials point to air monitoring data that shows everything's fine.

One Philly monitor missed a refinery explosion bc the monitor only runs one out of every *six days* 😑

Some monitors are programmed to limit the level of pollution recorded.
