1/7 With details of a new EU/UN/World Bank framework for aid to #Lebanon due Friday,the call for donors to bypass the corruption-plagued state when responding to the country’s multiple crises must be approached with caution if we're to avoid replacing one state of chaos w/another

2/7 If funding is pooled in an independent entity, who will be responsible for the strategic planning needed to ensure #Lebanon’s long-term #SustainableDevelopment? Who will be responsible for managing inter-sectoral collaboration & coordination?

3/7 Do civil society groups, NGOs and INGOs have the right resources, mechanisms, capacities and oversight structures to lead #Beirut’s rehabilitation in a way that is fully transparent, inclusive and that brings communities together in the management of their affairs?

4/7 The state has been too absent in post-blast recovery efforts, but it is not too late for it to lead in the development of a comprehensive rehabilitation plan for the city. Sidelining the state risks exacerbating the inefficiencies seen in aid distribution efforts so far.

5/7 #AidDistribution & long term dev't must follow a participatory process that engages municipalities, civil society & the central state for planning. @impact_gov is already showing how the state can lead data-driven aid distribution and development efforts transparently.

6/7 #AidTransparency measures such as digital tracing must be strengthened to ensure accountability. Cabinet's recently launched @LebanonAid platform is a good first step and can be a key tool for transparent response planning.

7/7 Lebanon’s institutions must not be allowed to crash at this time of acute crisis. This is the time when we must support them; make them efficient, effective & transparent so they fulfil their mission toward society; and help them make the transition to reform.
