One year, the Leaders change the Cmte rules 3 times.

Change 1. Cmte members can't ask to change the Cmte rules except at a special meeting held every 2 yrs

Change 2. If a Cmte member doesn’t TELL their local Leader they want a vote at that special meeting, it’s a proxy vote for the Leader to use.

Change 3. Leaders can appoint Cmte members before the special meeting.
Including people who don't know what the Cmte is and won't care about voting. So that means the Leaders can appoint as many proxy votes as they want, to use at that special meeting.
