There is a way in which you can test the ministers: start to take notice of their incentives. If s/he is thinking more for themselves, more about how things will turn to their advantage, then s/he can never be trusted as a good minister
If you notice those around you are of good company, you shall not refrain from keeping their honesty. You should pay attention to their welfare, honor them, and provide other sincere acts. During this time, make sure that your ministers see that they cannot live without you
