On lockdown (which California is considering): Public knows we have learnt much about virus since March including that outdoors safer than indoors so arbitrarily restricting outdoors/parks (like in LA) will erode public trust. Erosion of public trust = ignoring recommendations
Instead, harm reduction means inform public on NPIs to mitigate risk (outdoors/ventilation, masks, distancing, hand hygiene) while acknowledging real-world or practical (e.g. work) conditions that may lead individuals to take some risks. If I were in charge I would also start
with this statement: "I am so sorry that things are so hard right now; they are. So much mixed messaging, confusion, and seemingly arbitrary recommendations. We are trying to be as data-driven and not reflexive in our recommendations as possible. Please know that
this is all temporary, we are so near the end of it, these vaccine candidates are amazing and our city has a plan for widescale distribution. Until then, hang on a little longer with minimizing risk of infection by socializing or working outdoors when can, masks, distancing
hand hygiene . We can do this together; I acknowledge your loneliness and isolation and job/rent/school concerns and I am so sorry. I am doing everything I can in my power to work on these critical needs. Again, I am so sorry for this difficult time"
That may work better than "We are letting this get out of control. We have to all do our part. More restrictions are coming - be warned"
