1/ Fascinating result at the @CND_tweets in #Vienna today, with #cannabis being removed from Schedule IV of the 1961 UN Convention, which is reserved for the most harmful and addictive substances.
2/ This means more scientific research on potential medical and scientific use will be able to take place, but cannabis remains in Schedule I of the Convention and therefore under international control. This was not a vote in favour of legalisation of cannabis use.
3/ Close vote, 27 to 25, with 1 abstention (Ukraine). Global views have changed. South Africa, India, Nepal and Morocco voted in favour, along with major western countries who have traditionally been sceptical (USA, France, Italy, Germany, UK).
4/ EU unity of position in favour was not preserved, with Hungary voting against the recommendation. Latin America split, with Colombia, Mexico, Uruguay, El Salvador, Ecaudor in favour and Brazil, Chile, Peru and Cuba against
5/ A significant moment for global perceptions and understanding of cannabis, when seen as part of recent national movements around the world towards regulated markets, away from criminalization.
