Here are some of the comments and suggestions made by the panelists of last week's #BudgetWatch webinar, which tackled justice, security, and human rights.
@condeHRW of @hrw says that the budget allocation for the security sector is concerning given the limited budgets allocated for the other sectors. He also says that the police needs to be made accountable for the human rights issues that they are implicated in.
Gian Arabejo, Alternative Law Groups lawyer, says large budgets will not legitimize unconstitutional policies. He says shifting from punitive to restorative justice needs to be considered. He shares that courts are clogged and more people are in jail since the drug war started.
Princess Molleno, Head of Project Management, @chrgovph, says that the budget has to be designed to ensure that human rights and dignity of people are protected. She says increasing the agency's budget will allow them to perform their mandate instead of being a "toothless tiger".
Etta Rosales, Chair Emeritus, @AkbayanParty says that the government's definition of "national security" needs to be revisited to include considerations of economic, psychological, and social security. These should then be factored in policies.
