Because I seem to be live-tweeting our response to the #NationalDataStrategy on behalf of #librarians, infopros and #KMers (and someone hasn't shown up for a phone call), behold...a thread!
We welcome the recognition of #data and its impact on everyone's daily lives, but are calling on Government to take a much more holistic and joined-up view of the impact of data on society and the economy. 1/n
We think that the concept of 'trust' is central to a benign data-informed society, and that the information professions can play a role in helping Government design services and regulation that re-establishes trust with the electorate. 2/n
We would like to see a Declaration of Data Rights, ensuring that the use of data by Government and the private sector is balanced, proportionate, ethical and fundamentally focused on the rights and needs of the individual citizen. 3/n
We would like to see a commitment to universal #data #literacy and skills, with a particular focus on embedding data literacy for children and young people through formal and informal education and training 4/n
We would like to see Government policy focused on building 'ethical data capability' for industry, balancing education and skills, infrastructure, leadership, capacity-building and regulation. 5/n
We would like to see the Government drive the development of data-informed public services (a la @librarieshacked) that make use of data to deliver better outcomes & promote wellbeing and prosperity while protecting the rights of the individual. 6/n
We would like to see the Government bring forward regulation, alongside Data Protection, to build trust and limit the excesses of the 'attention economy' that turns personal information into a tradeable good beyond the control of the data subject. 7/n
These agendas are not new - there is clear equivalence between the ethics and practices of #informationscience and the expertise needed to maximise the opportunities of data in a positive way. 8/n
There is, therefore, a central role for #librarians, #infopros and #KMers to play in building data literacy, designing data-informed services and promoting ethical practice across public, private and 3rd sector.
