I've seen this in action during a ridealong with @MPSValentines.
Group of 5 stopped & searched outside a bookies.
One was found in poss of cannabis & was wanted for burglaries. Rest were free to go.

This is why I always say policing stats don't necessarily reflect the true nature of policing and what happens on the streets. If a resident says someone has a knife and there's a group, you can't expect police to know who has the knife without a search.
And minimising a Class B drug as a bit of weed is minimising something that is still illegal.
