My main advice would be to avoid a generic application. Explain what sorts of research questions you like to think about, and why. Explain how you might contribute a different perspective. Connect your interests carefully with the groups you are applying to. 2/5
Read papers from those groups, beyond the abstracts. Perhaps propose a project, without being tied to it. Have exciting goals, but also be substantive. It can be reasonable to reach out, but avoid boilerplate personal statements or e-mails, and don't expect a response. 3/5
There is a good "what I look for" list from @deviparikh ( https://www.cc.gatech.edu/~parikh/note.html). Try to have those qualities shine through your materials --- clarity of thought, creativity, technical strengths, an engaging agenda, critical thinking, attention to detail, and precision. 4/5
In terms of selecting places to apply, look at a variety of papers coming from a group. Ask yourself (1) are there shared qualities across these papers? (2) are these the types of projects that you would love to be involved with? Why? Have that shape your materials. 5/5
