It’s the same process over and over again. Remove the ability to respond adequately to crisis. Then criticize the actors inability to adequately address crisis when it inevitably emerges. Blame those scrambling to adapt to the impossible conditions presented.
It rarely varies. This is part and parcel con strategy.
