Maybe PhDs aren't the problem, but instead it is the apparent fetishization of them that is.

Take this problem. Clearly the operator is talented and experienced. He couldn't do that job without other experts who designed and built the excavator (not backhoe, I've been told😳).
In the same way, a hydraulic systems expert couldn't manage that equipment down the steep incline so gracefully.

But everyone involved has a stake in that whole process. And you would never leave the design up any one of the people alone.
So when we say catch phrase like "follow the science" or let "scientists" determine policy, it seems insane. No real world problem involving man is purely solved with science.
