I have come to a conclusion, it is not that the BJP does not want to create a sophisticated network of RW intellectuals or an "ecosystem" so to say. The fact of the matter is that it cannot create it on its own.
One must try and understand the modern election machinery that is the BJP. Post 2009 humiliation made them realize that the Savarkar model of winning political power at all costs was more important than the Golwalkar model of influencing politics without taking part in elections.
To that end the BJP has entered into an alliance with a Separatist party in J/K (only to abolish its statehood) or poach and break a government like in MP. Political power is of paramount importance for any and all purposes- development, H identity, Security etc.
The trade off to fighting tooth and nail in every battle is that more often than not it is preoccupied with mere survival each year in x or y state. One must realize that there does not exist a Global Right international order like there is a global Left or liberal international.
The Congress is a representative of that ecosystem because it is inherently anti BJP-something that it shares with the Liberal order. Therefore the soldiers of that order are its natural allies and will never hurt it because it represents its interests in India.
The Liberal order has at its disposal a vast array of intellectuals, students, pressure groups and governments-something that the BJP doesn't. Its ideology isn't dependent on one person either- it can continue pushing out a steady stream of cadre for the foreseeable future.
The fact of that matter is that enterprising individuals will have to take it upon themselves to initiate the genesis of a RW network that rewards its people and maintains a steady stream of cadre wholly committed to the cause. Otherwise when they lose one day-it'll all be over.
