I only have one thing to say about salary negotiations. Know what the cost of living is where you are applying. Especially if you're required to move. Not such a big deal now thanks to *broadly gestures* but, when I moved to the east coast, I didn't do the correct research.
Unless you're very comfortable where you are at -- the benefits and compensation are more than adequate for your needs, you're happy with your co-workers, you're satisified with your job, and there is no place else you'd rather end up...

This isn't me spouting bullshit, this is IT industry average. Theres no such thing as raises in most places. Your raise is hopping from one place to another.
I've been where I'm at for the last four years, and its the longest tenure I've had at any one place. Its because my co-workers are awesome and compensation + benefits are just... honestly its a blessing and damned if I actually deserve it.
btw, this is data for American markets. I can't really speak to experience regarding IT jobs/industry anywhere else in the world. The recent shift in WFH is both a boon and a curse. Expect companies to try and negotiate lower pay based on cost of living at your location.
At the same time, you'll have slightly better luck picking up positions out of state and/or your local area due to the current situation. Good luck.
