Like, she couldn't just say "I left the order years ago and no longer consider myself a Jedi. So I can't train this child to be one."
Or even "The trauma of removing a force sensitive child from a parent harms them in a way that leaves them vulnerable to the dark side."

It had to be "Nah, this kid is scared and stuff. So it's better for him to run around the galaxy untrained with no one to help him use his powers safely."
