There can be 6 to 12 constituencies in each region. The voters in each constituency elect one person to represent them on their regional council. This person is the Councilor. (2/14)
There are 121 constituencies and 57 Local Authorities. The 6 to 12 councilors from a region make up the REGIONAL council. There are 3 kinds of LOCAL authorities: A Village Council, A Town Council and a Municipality. (3/14)
The classification of a local authority affects its duties and powers – towns have responsibility for more services than villages, and municipalities have responsibility for more services than towns. (4/14)
Village councils have 5 members. Town councils have 7-12 members and municipal councils 7-15 members – depending on their size. (5/14)
Local authority elections are held on the basis of party lists, where voters elect a political party rather than an individual. Regional Council Elections are based on Electing an Individual (councilor) rather than a party. (6/14)
Local Authority Elections are based on proportional representation. You get the number of seats on the council depending on how many votes the party got. (7/14)
Meanwhile, Regional Council Elections are “Winner Takes All”. Remember the councilor who won by a margin of 3 votes! That’s how it works for REGIONAL council elections. (8/14)
Once constituted, Each municipal council and town council (LOCAL AUTHORITY) elects a mayor and a deputy mayor from amongst its members. (9/14)
Once constituted, Each REGIONAL COUNCIL must select three of its members to represent the region in the National Council. The national council has 42 members. (10/14)
Each Regional Council elects a management committee from amongst its members to hold office for half of the Council’s term. The committee will have 3 to 4 members. Each Regional Council must also appoint a chief regional officer (CRO). (11/14)
Me from Olutsiidhi, I can only vote in the Regional Council Elections where I would vote for a councilor of my constituency, since my village has no Local Authority. If I were from Oshakati, I would vote in both the RC and LA elections. (12/14)
How can Job be Mayor? If the AR gets as many seats as possible in the Local Authority Elections for Windhoek. But, they also fielded candidates for the Khomas Regional Council in the form of Independent Candidates. (13/14)
This means, @Aluteni_ who is on the AR list may find himself sitting on the Windhoek Municipal Council. But, @nghitomoka_E_H who is running as IC in RC elections may later find himself sitting in National Council. (14/14)
