Role clarity: Behavioural expertise is located across governments in many different forms & structures, including through external advice.
May lead to a misalignment between #Covid_19 decision-making structures & #behavioualinsights expertise, needing improved coordination

Resources: #behaviouralinsights practitioners do not always have access to the right resources, at the right time and in the right way to support pandemic response.
Can result in a lack of ability to rapidly meet the demands of the decision-makers in the moment.

Process: Clear acceleration of the pre- #COVID_19 trend rapid & iterative experimental methods or generating policy advice based on non-COVID experimental evidence.
Requires caution when interpreting results & providing advice... difficult when decision makers need answers now

Communicating outputs & outcomes: The results of #behaviouralinsights experiments can take significant time to publish, especially due to #COVID_19 working conditions
Mutual learning is slowed, especially knowing what worked and what did not
