It's not uncommon for unintentionally LGBTQ characters to happen. Ianto was never suppose to be in a relationship with Jack, he was supposed to be k!lled off in Cyberwoman. But I think due to the crew liking Gareth so much they kept him on.

The relationship between Jack & Ianto was never really in the cards in the beginning, it was supposed to be between Jack & Gwen (that is fairly obvious when you look at the beginning episodes). But that all changed when they kept Ianto on.

And in the end, Ianto & Jack became the power couple of the Doctor Who Universe & Ianto one of the most beloved characters (he has his own shrine). Even after Ianto's d*ath, he still gets mentioned repeatedly by other writers.

So, no. There doesn't need to be LGBTQ intent behind the characters from the start. Misha & Gareth had the same start to their series. Both were never meant to live as long as they did, both were never meant to be LGBTQ+.

Yes, Ianto did get k-worded off, but at least we got to see Jack grieve & sit in regret that he didn't get to say those three words back because he was so confident that he could save Ianto. We didn't even get that with Dean properly!
