The National guard was deployed in 12 states before the election on Nov. 3rd.
One of their mission was assisting with cyber defense in those 12 states.

Pennsylvania, Wisconsin and Arizona all brought in the National guard and are also battleground states of the 2020 election.

Criminal sanctions can take the form of serious punishment, such as corporal or capital punishment, incarceration, or severe fines.
First, the DNI has until Dec. 18th, 2020 to determine whether there was "foreign interference" in the 2020 election.
Second, within 45 days after receiving the DNI’s assessment, the attorney general and secretary of homeland security are to send the president and the secretaries of state, defense and the treasury a report evaluating two questions:
(1) Was there any "foreign interference" that targeted “election infrastructure”
(2) Did the "foreign interference" affect the security or integrity of the election
The terms "foreign interference" and "election infrastructure" were given definitions in the Executive Order.
Election infrastructure - includes voter registration databases, voting machines, voting tabulation equipment, and equipment for the secure transmission of election results.
Foreign interference - includes any covert, fraudulent, deceptive, or unlawful actions or attempted actions of a foreign government, or of any person acting as an agent of or on behalf of a foreign government.
This means Dominion Voting, Smartmatic, Scytl, or any other suspicious foreign election organizations are all targets of sanctions due to this Executive Order, if they are tied to any foreign governments.
