On plus side, "trustworthiness" of suppliers key criterion & allows for exclusion based on "overwhelming public interests especially security considerations". Provision that operators need to wait for government decision is shot at operators already using Huawei gear for 5G.
Key issue is how to decide on trustworthiness. Draft law says that if key ministries divided at working level, decision gets escalated to level of ministers & then cabinet but exact voting & decision procedure unclear from @MoritzKoch78 report. Parliament can tighten screws here
In Bundestag there is majority against high-risk providers. Parliament can push to amend draft law to require unanimity among key ministries for decision that supplier is trustworthy (that was @AuswaertigesAmt proposal), allowing each ministry veto on high-risk suppliers.
