I think difference in culture should be taken into account. In
, homes are 1) smaller or 2) multi-generational. That's why going out and drinking is common. You either don't have the space to invite people and have parties, or you have space but grandma is asleep upstairs.

Because drinking has been discovered to be a factor in creating "high risk" situations, Japanese experts are recommending to reduce these situations by closing bars/restaurants at 10PM (also limiting to 3 weeks with financial support).

But in the
, saying "bars close at 10PM" doesn't tell people WHY that reduces risk and doesn't deter people from drinking with non-household members because you can just go visit someone's home.

Case in point: earlier in the year, I lived in an apt where neighbors regularly had parties with guests after bars closed. Kind of like how restaurants built enclosed tents outside, it just leads to solutions without addressing the risk.
"Why close at 10PM!?" is an understandable criticism if "because drinking lowers inhibitions and also makes you speak louder thus increasing risk" isn't understood and if there are alternatives that easily allows you to take the same risks.
