Yes, this is how America's two party system works. The Republicans have done the same to the Dems in the past.

"Anti-war" and "pro-war" are flipping positions that either party embraces when politically convenient
Trump attacked the Dems from the anti-war perspective in 2016 when his predecessors where attacking the Dems from the hawk perspective. "Commiebama" and all.
The Dems attacked Trump from the hawk perspective (though it is more complex than that, they attacked him on Yemen) and in 2008 they were saying "no cold war politics" et Russia.
Both parties have attacked each other from the hawk and anti-war perspectives in the past. Fuck there was a time that the Dems called their approach as far as "anti-imperialist" in the early 1900s.

"Anti-war" and "pro-war" are not partisan. They are utilized as convenient.
It is not some grand international conspiracy on the part of Kamala Harris. It's the normal trend of American politics.
