Bad take. For the 2016-2017 transition, Trump collected $6.5 million in private funds. Presidential transitions were traditionally supported only by private funds. When GAO auditors asked the Trump White House and the Trump transition team questions about their expenditures and activities, they refused to respond to GAO.
But Trump is uniquely corrupt, and I doubt anyone reasonably fears that happening this time.
