This change of leadership is generational with a cycle of 30 years approximately where a generation of elders is selected to represent their clan in all deliberations. Within the clan every member is allowed to have their say until a collective decision is reached.
Thereafter the Putier elder representing the clan conveys the wishes of his clan at the Putu Menden where a collective decision is taken on behalf of the village. Due to Art 371(a) the decision of the Putu Menden is supreme in matters concerning the village.
