The one thing the EU institutions can and should do now is to hold the line.

1/ The @Europarl_EN has long pushed for a de-coupling of spending programmes from the MFF in case there was no deal on the Council side and to re-authorize spending under the old ceilings in this case. This kind of made sense earlier this year. But it would be madness now.
2/ The EP is now part of the deal.
and
are blackmailing MEPs as much as other member states. So the last thing that should happen now is to authorise any new spending that could benefit the blackmailers. Otherwise their course of action gets validated.

3/ @Europarl_EN and @EU2020DE can of course continue their trilogues on individual programmes. But they should make it crystal-clear that there will be no final agreements and no final votes in either institution until the overall deal is back on.
4/ I would expect this to be a no-brainer on the Council side; but the Parliament should stand firm here as well. It celebrated with a lot of fanfare its achievements on the RoL mechanism. If it wants to keep it, it needs to show resolve now.
5/ We can talk all day about intergovernmental solutions or enhanced cooperation for the Recovery Instrument - but these are ivory tower debates compared to the very practical step of stalling now all agreements on spending. Let's start with what we can actually do here and now.
