It doesn't matter how many houses are bombed. How black people are thrown in prison. How many public executions are carried out by the police. How many cities are poisoned. How much death and violence occur in black neighborhoods orchestrated by the government, we still "will
never know what it feels like" because they will never care about our "feelings". It's too common, to ordinary to be suffering. Too frequent and long lasting to be "war".
The 4th world cannot be accessed by those who do not inhabit it because it does not occupy a single location, a single time, a single occurrence or political group. It is integral to America itself, like the construction of the 3rd world.
