construction & so on, are ultimately political & related to the importance placed upon them by the elected government of the day. Without the political will to either call a halt to the latest spec adjustment from the department, or to ultimately take the decision to go ahead now
quite simply, bad decisions will continue to be made
- Some, but not a spectacular amount, hence...
- Potentially some things (it does rather depend on what new tech is wanted & its cost), but ultimately - hopefully - rather less than if there had been the expected financial cuts
