Public sector relocation can help build strong partnerships. Heseltine suggested that civil servants from different departments be brigaded into local growth teams, located in key areas across England and charged with working with local partners to develop plans.
Heseltine also recommended a National Growth Council chaired by the PM with a dedicated secretariat and a single minister charged with ensuring implementation. Without this departments will just fight to use the Single Pot to deliver "their" objectives.
Coincidentally, these two recommendations in Heseltine's report were the ones that met the most resistance. Perhaps Johnson's desire to concentrate economic power in No10/No11 and Sunak's enthusiasm for an economic campus in the north has altered this dynamic. We can but hope.
