Total # of votes seems way off

There are 49 voters in the 2020 fall poll, as evidenced by how many first-place votes there have been each week. Makes sense; there's a total of 49 teams in the four conferences playing this fall, the only ones eligible for the fall poll.
On a top-15 ballot where #1 gets 15 points and #15 gets one point, each voter has a total of 120 points at their disposal. 120 points per voter x 49 voters = 5,880 total points that should be distributed each week.
In at least the last two weeks, the total # of votes has come out to exactly 5,880, as it should.

This week, it comes out to 5,580, three hundred short of what it should be, with the equivalent of two and a half ballots lost, despite still having all 49 first-place votes listed.
