IIRC the reason Georgia has an unusually large number of counties is under the Jim Crow county-unit system whites had an incentive to subdivide majority-white areas into as many counties as possible https://twitter.com/pbump/status/1329151623608799240
Look how many Georgia counties were created in the late 19th/early 20th centuries. This isn't normal for states east of the Mississippi.
