So they (the Council of 100) created this problem, the Rigor Gap" and now are suggesting the solution might be Mastery Based Education, something the Council of 100 has been advocating for for years...
Mastery Based Education is a new name for Competency Based Education (CBE). The name was changed because "Competency" didn't poll well. Also, FTR, High School GPA has been found to be, by far, a better predictor of college success than standardized test scores.
