He has inherited a party which is riddled with institutional issues, not just with antisemitism but also factionalism and a toxic culture. The coming years will be full of difficult decisions like this, sometimes opposing structures and popular individuals within the party itself
People saying he did what the EHRC said not to do - politically to interfere with disciplinary decisions: the decision to remove the whip is properly decided by the leader. The fact that he has made a different decision to the NEC suggests the opposite, that he has not interfered
Labour is a busted flush in terms of culture. Key work Starmer must do over next couple of years is slowly changing culture - it can't be done with rule changes (that's necessary but not sufficient), will require education (as EHRC said), leadership and big public calls like this
