In 2017 or maybe early 2018, I was in a small conference with Rudy waxing philosophical about cyber. What's fascinating to me is that he makes a good point about cyber: he was mayor of NYC when it adopted COMPSTAT and MEDSTAT and the like, and that does speak to a few things..1/8
First, those programs have changed the way public safety is viewed; Medstat famously detected the jump in nicotine-patch sales after Mayor Bloomberg's cigarette tax was levied; it is said to be able to detect outbreaks between hospital floors before docs do, and I believe it 2/8
Compstat changed the face of US policing, enabling resource direction based on near-current conditions. So, yeah! Rudy DID preside over the introduction of "cyber intelligence" programs. But that's computer instrumentation of real world conditions and NOT "cyber security." 3/8
Now, "cyber" is a Rorschach test- no one knows what it means in any given conversation, and everyone hears something different when it's said. So Rudy cynically takes credit for introducing these COMP programs as being "cyber security" related. It definitively was not that. 4/8
Taking credit for something he didn't do has long been an issue wit dis guy. Rudy famously banned this 1997 ad for New York Magazine which highlighted this very propensity (showing incidentally that as well as not-a-cyber-security-expert, Rudy's a humorless bully). 5/8
It's so over-the-top disingenuous for him to claim cyber security expertise because the security of systems in the City of New York after his administration demonstrated clearly that he had never considered system or data security to be a thing. It just never made his radar. 6/8
That's nothing to be ashamed of - it didn't appear on most cities' radar back then, and in fact still doesn't in many places. Note NYC is now in the top ranks of cities that DO do things; NYCDoITT and Cyber Command are outstanding at this and care. But not under Rudy's watch. 7/8
Rudy's a Cyber security guy in the same way I'm a great podiatrist: I'm vaguely aware of the importance of keeping your feet happy, but I have no particular skill or training to stake any claim of expertise. Stops me. Doesn't stop Rudy, the Cyber Security Consultant. Please. 8/8
