The Pentagon under Trump has often sought to rename and reorganize to create the appearance of action. We are likely to see other grasps at a legacy from outgoing Trump administration officials in the next 63 days. Analysts and journalists should be circumspect about these proposals, and put them in context. Quite a few of them are likely to be equally unserious.
