...of a piece with their market-led approach to green economy, & they will take same arguments into COP26 next year. But pace is too slow and, more importantly, doesn't address non-capital spend changes needed to mitigate carbon emissions and adapt to changing world...
...political danger for Labour is pointing out inadequacy of spend, and offering more money, does not cut with voters: ppl don't perceive big numbers well, and see govt as actually doing something. Need to establish a different narrative on environment, not only different scale.
