Trivia about public libraries: Maryland and Wyoming seem to be the only states where every county runs its own public library system. In Mississippi, South Carolina, and Louisiana, it appears that every county has its own library system or is in a multi-county library system.
Mississippi, Louisiana, and South Carolina also seem to have a couple of municipal libraries. In Kentucky, every county has a library system (except two that share one system), but about half of these systems are run by independent library districts coterminous with the counties.
In Virginia, all libraries seem to be run by counties, independent cities, or groups thereof.

As for the other 43 states, all but two counties in Nevada (Nye and Clark) have their own library systems; these two are divided into library districts.
County library systems are also relatively common in Arkansas, Arizona, Tennesseee, West Virginia, and New Jersey. (I was really surprised that two-thirds of counties in New Jersey have their own library systems!)
Finally, most counties in Utah have library systems, but most of these only operate bookmobiles.
