Here are reasons not to be so concerned with Wayne County:

The state legislature has no role in naming alternate electors. By Michigan law, Democratic and Republican electors have already been named. 1/3
These electors are automatically gifted to the party winning the popular vote in the state. There is no role for lawmakers.

If the state does not meet the deadline, Congress is given wider latitude to select electors. Apparently, this happens with a house and senate vote. 2/3
If there is a house and senate split, the chief executive of that state makes the final decision. So ultimately, it would come down to Gov. Gretchen Whitmer. 3/3
