Palpatine was the Emperor but not the Empire. The Empire controlled everyone's daily life. The Empire forced people into subjection. The Empire demanded obedience. No one was scared of saying they were part of the Empire.

The Empire was fully invested in the military-industrial complex. The Empire controlled the media. The cities loved the Empire because they obeyed and the Empire left them alone.

The Rebellion had to talk quietly or suffer consequences. The Rebellion fought against the overreach of the massive government. The Rebellion was made up of farmers and rural areas. The Rebellion was told to back down and give up.

The Left is not the Rebellion.

The Right is.

And yes...

Cara Dune is absolutely part of the Rebellion, both in the Star Wars universe and in real life.
