I think it's good to think of others, so I like this sentiment. But, I think it's wrong to force others to do this. I think a better alternative would be to allow for the discharging of student loan debt, as with other forms of debt, through bankruptcy. This way, there are still consequences and the need to assess creditworthiness.
The government backing loans would mean, even more than now, that neither schools nor students have to think beyond pursuing knowledge or credentials, which is fine in a vacuum but not when others, who may not want to, have to bear the costs when they explicitly chose not to.
Accruing the benefits of something but socializing the costs, when unwanted, is not right in my opinion.
