What CAN be scaled? Depends on the domain. These are the parts that you can design, build, test, and refine. You can treat that part like science.
Designing all of this in a way that feels NATURAL will require creativity. You can treat that part like art.

Great conversation designers are willing to look at (listen to?) and lean on real-world conversational interactions. They know what features of natural conversation should be mimicked, and why. They know what NOT to mimic, and why.

So, what CAN'T be scaled? Also depends on the domain.
When a conversation can't be scaled any further, you need a handoff to a "conversation artist"-i.e. a real human. An agent.
