"Devolution has been a disaster" I deal with devolved admins irl so a few boring, technical thoughts:

Regardless of the content, the standard of Scottish legislation is high - this isn't a compliment to the SNP directly, but it is a sign there is a strong civil service there.
However, Scotland's govt machinery is unbelievably into centralisation - stuff that is "guidance" for NHS/Local govt etc in E&W is a hard rule in Scotland. So if you were a Scot thinking about devo (and maybe indie) you'd see competence but a worrying level of control freakery
The example that has made waves is the named Children policy, but it is just an emotive example of a wider approach.
Wales has, sadly, a completely crap devolved admin. Again, ignoring direct politics, there is a real lack of expertise and experience in Welsh officals - as you'd expect from a country with a real brain-drain problem.
I don't want to doxx myself (even though I'm only semi-anon), but I was involved in pointing out to the WG that a Statutory Instrument was written so it did exactly the opposite of what was intended. Took four years to fix.
If you're a Welsh Nat, how do you deal with a lack of institutional competence on day one? Ok, your separatist campaign has succeeded, but how do you get things moving to the standard you need? Remember you don't have the diaspora that the Irish had and have that you can call on
Ulster... well as you'd expect, "bloody hell". Again no direct politics (I value my life) but the first thing to understand about NI is that every senior staff member in NI govt has been promoted based on their ability to facilitate peaceful and collaborative politics.
WHICH IS A GOOD THING. But all of the executive orgs, arms length bodies and other orgs prefer dealing with the brit civil service rather than their own; every decision takes 6 months. I want Ulster to stay in the UK, but it would be fascinating to see how Ireland dealt with this
There's also institutional conservatism in NI like which I have never seen before in my life - which I completely understand, you exist to stop everyone from killing each other, but it is no way to run an administration.
