I am a federalist and think Blair made a mistake in creating an unbalanced devolution settlement across the UK but devolution in Scotland itself has not been a bad thing. What has been awful is how the SNP have squandered the Barnett dividend & reduced Educational attainment
I can’t think of a genuinely transformational act of Parliament passed since 2007. Before that we had the abolition of feudal tenure, improvements on mental health and disability rights, educational standards rose, abolition of warrant sales, abolition of tuition fees,
Regulation of care improved, law improved to protect people from abuse, free personal care, prohibition of fur farming, legislation to tackle homelessness, commissioner for children, mental health act, protection of vulnerable witnesses and this just gets us to 2004
Protection of the Gaelic language, environmental protections, prohibition of FGM, smoking ban, protection of breastfeeding, more acts on education, changes to the planning regime, land reform, free personal care. As demonstrated devolution can work and has worked
However, devolution only works effectively if you have a government committed to creating transformative policy rather than picking constitutional fights.
So in conclusion, @BorisJohnson is talking nonsense. Devolution is not is disaster. However, the SNP have been too timid, they have squandered the Barnett funding advantage and their focus has not been on transforming Scotland through its Parliament. All parties must try harder
