Here's the offseason the Bears need to have in 2021. Before I lay it out, understand very clearly the goal is that they are not going to be competitive in 2021, but are aiming for a quick turnaround with a young team in 2022, with their real window coming in 2023-25.
1) Fire Pace. Let new GM decide whether or not to keep Nagy.
2) Trade anybody 30+ who has value (basically Mack, Fuller, Hicks) for some extra mid-round picks. Maybe see if you can give Trevathan, Graham, Whitehair away for late picks if you eat some of their money.

3) Cut anybody you can to eat the cap bullet now (Graham, Skrine, Massie, Leno most notable)
4) Don't spend a single dime in FA on anybody who wasn't cut. Bargain bin hunting for veteran minimum guys to save cap space and maximize 2022 comp picks.

5) Let ARob, RRH, Trubisky, Patterson all walk. That will yield you some comp picks in 2022
6) Trade back as much as you can in the 1st 2 rounds of the draft. Try to end up with like 6 4th-5th round picks.

7) Draft for the future. You need to re-build depth across the board after 4 straight years of being short on draft picks.
8) Suck hard in 2021 and grab your QB at the top of the 2022 draft.

You need to bite the bullet sooner or later, might as well be sooner. This sets you up well to be competitive starting in 2022. If you hit on the QB, the huge rush of picks in 2021+2022 will give you a ton of young, cheap guys through 2025 or so. That's a nice window.
And you still have Mooney, Daniels, Monty, Cohen on offense and Goldman, Jaylon, Roquan, and EJax on defense to build around. Admittedly not a ton on offense, but they just don't have anything there right now.
This is basically what Miami did, just 2 years behind (they admittedly had better assets to sell off). It worked wonderfully for them because they hit on coach and QB. Can Chicago do the same?
